President Donald Trump is allowing the bipartisan 21st Century ROAD to Housing Act to become law without his signature while he protests the Senate's failure to pass the SAVE America Act.The bill passed the Senate 85-5 and the House 358-32 and includes measures to boost home construction, expand manufactured housing, ease mortgage lending, streamline federal reviews and cap large investor purchases at 350 homes.Mr. Trump is using the bill as leverage to demand that Senate Republicans consider eliminating the filibuster to advance the SAVE America Act, which would require photo identification and restrict broad mail-in voting.Housing advocates largely support the ROAD to Housing Act as a major federal step to increase supply, but economists and lawmakers warn the law will require state and local follow-up to address zoning, labor shortages and rising insurance costs.
