Cait Conley won the Democratic primary in New York's 17th Congressional District and will challenge Republican incumbent Mike Lawler in the general election.Conley secured more than 52 percent in a three-way race; Beth Davidson finished with 28.3 percent and Effie Phillips-Staley with 15.3 percent, and Cook Political Report rates the seat a toss-up.Conley, an Army veteran and former Department of Homeland Security cybersecurity official and National Security Council counterterrorism director, ran on housing, child care and health care and now faces attack ads from Mike Lawler, who has Donald Trump's endorsement.
