Thirty-six nations and the EU have established a special tribunal in The Hague to prosecute Russia for the crime of aggression against Ukraine.This legal body addresses the International Criminal Court's inability to target senior officials for the invasion.While twelve Council of Europe members remain non-participants, the initiative is bolstered by ten million euros from the European Commission.Volodymyr Zelensky initially proposed the court to ensure accountability after Russia was expelled from the Council of Europe.
