Judge Sara Ellis's initial order required specific conduct like warnings before tear gas use and body cameras during the "Operation Midway Blitz" crackdown, which led to over 3,000 arrests. Concurrently, Judge Jeffrey Cummings ordered the release of hundreds of immigrants on bond, but the 7th Circuit also blocked that release, stating it exceeded the local consent decree.
