Sean Duffy threatened to withhold $73 million in federal highway funds from New York after a federal audit found that more than half of immigrant commercial driver’s licenses were issued in violation of federal law, with licenses remaining valid long after legal immigration status had expired. Linking the systemic failures in New York’s Department of Motor Vehicles to a deadly bus crash in Tennessee involving Chinese national Huang Yisong, Duffy accused Governor Kathy Hochul’s administration of a dangerous dereliction of duty that put families at risk across American highways. Following a 20-page letter from Federal Motor Carrier Safety Administration Administrator Derek Barrs that detailed an eight-year default license system and widespread noncompliance, federal officials gave New York 30 days to halt new non-domiciled commercial licenses, audit and revoke all unlawful credentials, and warned that continued violations could trigger ongoing funding cuts or even decertification of the entire commercial licensing program.
