US District Senior Judge R. Brooke Jackson ruled that immigration officers can only arrest individuals without a warrant if they have probable cause to believe those individuals are in the country illegally and likely to flee. The decision followed a lawsuit by the American Civil Liberties Union of Colorado and other attorneys representing four individuals, and Tricia McLaughlin from the DHS called the ruling an "activist ruling" and denied allegations of racial profiling.
