Sacramento prosecutors declined to file charges against Ian Choudri and Lyudmyla Starostyuk following their arrest during a domestic disturbance at their Folsom residence on February 4.The incident reportedly involved a physical altercation between Lyudmyla Starostyuk and the 17-year-old daughter of Ian Choudri, leading to allegations of hair pulling and the teenager being locked out of the home.Ian Choudri remains the CEO of the California High-Speed Rail Authority after being appointed by Gavin Newsom in 2024 to oversee the multi-billion dollar infrastructure project.
