Nicola Zaccheo said that new regulations from ART will require automatic highway toll refunds for driver delays due to construction or traffic, with rules phasing in for both new and existing concessions throughout 2026.The Ministry of Transport stated that toll increases cannot be used to recover refund costs from 2028 onward, and ART will monitor the system’s effectiveness with a report planned in mid-2027.
