EU adopted a twentieth sanctions package while foreign ministers met in Brussels, tightening measures that target 40 additional ships in the so-called "shadow fleet", five businessmen linked to Lukoil and Rosneft and shipping companies accused of concealing the origin of Russian oil.Kaja Kallas said the measures include asset freezes and travel bans to deprive Russia of the means to finance its war, and the list also names U.S. citizen John Mark Dougan and analysts Dmitry Suslov and Fyodor Lukyanov among those sanctioned for influence operations while the package hits GRU-linked hackers including the Cadet Blizzard group.
